“...no man may initiate the use of physical force against others. No man—or group or society or government—has the right to assume the role of a criminal and initiate the use of physical compulsion against any man. Men have the right to use physical force only in retaliation and only against those who initiate its use. The ethical principle involved is simple and clear-cut: it is the difference between murder and self-defense. A holdup man seeks to gain a value, wealth, by killing his victim; the victim does not grow richer by killing a holdup man. The principle is: no man may obtain any values from others by resorting to physical force.” Ayn Rand

OCG is a 501(C)4 non-profit organization, with over 2,000 members, having formed in 1993, when several smaller citizens groups merged. One of the major issues at that time was the Rhode Island banking crisis, when large and politically connected borrowers defaulted on loans, freezing billions of dollars of small depositor accounts and catalyzing citizen outrage.   RI Government Owner's Manual

Now called the Directory of Government Officials, the 2011 version of the “Rhode Island Government Owner’s Manual” includes contact information for the state’s Congressional delegation, municipal leaders and key officials in all three branches of state government including Governor Chafee's new administration.
There were 5,500 hardcopies of the 312-page directory printed for distribution. Printed every two years to reflect the results of November elections, the book has historically been popular with the public. The new owner’s manual includes contact information for every member of the General Assembly as well as city and town councils and school committees. The directory even lists key staff for state agencies and municipal departments.
The guide also continues a practice Mollis introduced four years ago – publishing the name of every registered State House lobbyist as well as the companies and organizations they represent. “Rhode Islanders deserve a comprehensive guide to the business of government. This is a useful tool for making their voices heard,” Mollis explained. The directory is available free of charge at the Public Information Center in Room 38 at the State House.
